We have recently rehomed a border collie and he has not been looked after at all, His nails are in need of a good cut he has bold patches on his back end and also has a broken tooth, He is a very nervous dog and very under weight, Got vets on Thurs so he can have a complete health check will keep you informed *sad*

Aw sounds like he has been through a lot, could just be hes been stressed and chewing at himself. Hope all goes well at the vets.
