Does anyone know of this patent application and can anyone understand it? Obviously the authority considered the purpose too vague to allow a meaningful patent search.

I see that the author quotes Pendlebury's TGM as a reference though I can't see any specific references or see how it relates to this document. Is it me, am I mentally deficient or is this as I perceive, completely nonsensical and uncoordinated so that I can't even see what he is proposing?

I've seen something like this before - the "pink" seems familiar.
Seems to be an application for a patent for his symbols, names and units; but it's not the sort of thing that could be patented anyway.
