Dude, I have no clue what got your tidy whiteys in a bunch and frankly I don't care, Now as far as I can tell those are the EXACT advertising guidelines, however if you care to show me in a PM where I went wrong I will gladly correct it and post a retraction to the tidy whiteys comment, but if you somehow fail I will disregard any further comments you make towards me.

lemme just take a look at your board a second and see what i think :D
hmmm...
First thing, your maintitle gradients are 700x50 and your banner is 805 pixels wide
you need to change your banner to fit the size of the gradients, that is why your skin repeats.
Skin is nice, (Made by Zombie...one of the best of all time)
banner isnt very good, there is too much red and it really contrasts with the dullness of the grey in the skin. Cut down on the red of the banner, add some black or grey or white to break it up.
Rating on the noahchrist scale is a 6.5
