The long quiet months of winter have obviously allowed the council to do plenty of talking as the new legal system previously mentioned is supposed to be taking shape nicely. News is still a little thin on the ground but here is how we believe it will work

There are several tiers to the legal system
High Law
Noble Law/ Lesser Noble Law/Guild Law
Common Law
Out Law/Monster Law

The concept apparently is that everyone will fit in to one of these categories and if an infraction of the law occours its up a member or members of the the tier above them to judge and sentance the criminal.
