"The Hal Turner Show" has received images of the new unit of currency they are planning. It is called "the Amero" which will replace the "Dollar" and the "peso" in all three countries once they are merged out of existence!

More details are pending. One thing is absolutely clear: The governments of the USA, Canada & Mexico are engaged in a conspiracy to merge the three countries without the knowledge or consent of "The People."

In furtherance of this conspiracy, the government of the United States is intentionally spending the nation into absolute, unrecoverable Bankruptcy with the intention that the monetary system collapses.

When the U.S. currency collpases, it will take with it, both the Canadian dollar and Mexican Peso because both countries are so heavily invested in the U.S. dollar through trade with the US.

During such a collapse, when hundreds of millions of average citizens face absolute destitution because their currencies have been wiped out, these Conspirators will turn to 'The People" of each nation and say "your only hope is to merge all three countries and make a new start."

The thinking is that the populations will rush to embrace the merger and forget all about our individual history, rights and systems. In one fell swoop, the Conspirators will clobber us into absolute despotism and we will be helpless to do anything because our money will have become worthless!

While you're gasping for air at this, did you happen to notice the DATES on these coins? 2007

Gee whiz, this plan seems awfully far along. I guess this means the collapse will be this year? Maybe that's why the housing market was allowed to "tank?" Maybe that's why the Stock Markets are dropping hundreds of points per day lately? Maybe this is why oil has increased in price. . . . because the oil nations already know they're going to take a bath on the currency change when they have to exchange "Dollars" they're already holding which will be worth only "pennies" on the "Amero?"

Are you starting to grasp why so many things are going wrong lately? Does a lot of it start to make sense when put in the context of wiping out currencies in the name of globalization? Union of North America (UNA) Amero Pattern Coins.

A currency union, similar to the European Union "Euro" has been proposed for North America (it is sometimes called the "North American Union", or "NAU"). The name of the new currency is the "Amero". The Wikipedia encyclopedia article has additional details about the "Amero". This has been the source for many conspiracy theories tied in with other proposals such as the "Canamex Corridor".

There are two central questions that are associated with the planned Security and Prosperity Partnership (SPP) Summit of the leaders of Canada, the U.S. and Mexico scheduled to be held this August 20 and 21. The first question is: Why the secrecy over a summit of supposedly democratic leaders? The second question you might also enquire about is: Why is the U.S. military on Canadian soil for the summit? After all, Canada is not Iraq or some other unstable part of the world, where the technological sophistication of the U.S. military might be needed to defend against hostile enemy attacks from the air and otherwise. American and other world leaders have visited Canada many times for meetings of larger delegations of world leaders from diverse industrialized countries, without any threats to these leaders. Certainly, local police forces, and the RCMP, and our own Canadian military could easily handle a couple of thousands of protesters that usually go with such summits.

Having pondered the rather curious nature of the U.S. military presence in Quebec for this summit, a critical reader may ponder that U.S. military presence may have nothing to do with protecting leaders from protesters, that can easily be handled by local law enforcement.

Why would the U.S. military need to set-up a 25 kilometre presence?

Unlike many, I actually KNOW how the Minting process for currency actually works. They intially ask for designs. They hold a contest to choose a winning design. Then they begin produciung "collectors coins" and, finally, they implement the new coin.

The process is long, drawn out and expensive. It never happens for "fantasy."

When I received the images of the "AMERO" and published my story (shown several stories below) the government went into instant SPIN CONTROL to discredit the story. Suddenly, the coins became a "FANTASY COIN" issued by some obscure nobody. A quickie web site without graphics was erected offfering the coins for sale as "private issue fantasy coins." A day later, the quickie web site had blossomed into a craftily designed site with the exact same images of the coins as my images below. Within hours, word of my story spread so far and wide that the government needed more help with quelling what was spreading on the internet.

Low and behold, WorldNetDaily.com (WND) pops up with a story about the "FANTASY COIN" AMEROS. I learned long ago that WND is a shill for Israel and jew interests, so the timing of their story was clearly not coincidental.

The governments of the US, CANADA and Mexico are, in fact, moving to betray the citizens of each nation by collapsing the US dollar, causing fiscal chaos on the order of the 1929 great depression, and then using that "emergency" to merge the three countries and implement a new currency: The AMERO!

I stand-by my original story!

Not just coins, paper notes too!
I now have additional information that paper AMERO currency has already been printed by the DeLaRue company in the United Kingdom. I am told vast amounts of the paper currency are being stored in wooden crates in the United Kingdom, ready to ship at a moments notice!

Some of you know I speak the truth while others think my AMERO reporting is totally false. All you have to do to prove my reports are true is wait.

When the final act of betrayal occurs - the collapse of the currency and move to merge the countries and currency - at least two things will be true:

1) A lot of people will owe me an apology for claiming I lied, AND;
2) I and others like me will move against everyone responsible for the financial collapse and the merging of the three countries and we will stop them dead.

In a few days, on August 20-21, President Bush, Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon meet in Montebello, Quebec, to hold a “North American Leaders’ Summit”, something that is apparently necessitated by the “Security and Prosperity Partnership” (SPP).

In the past few years, much has been written about the SPP. It was set up at a 2005 Crawford, Texas meeting between President Bush and then-President Fox of Mexico and then-Prime Minister Paul Martin of Canada. (It was at a press conference held during this meeting that Bush publicly bashed the Minutemen as "vigilantes".)

Is the SPP just a framework for good neighborly relations—or is it, as its critics assert, the framework for a continental merger between our three nation-states?

In order to refute such charges the U.S. government has set up a page called "SPP Myths and Facts" on its SPP website.

Of course, the very fact this page was set up at all is an indication of real, no-mythical unrest among the U.S. population as to what our elite movers and shakers are up to.

Ironically, reading between the lines of the SPP website is not reassuring at all.

The "Myths and Facts" page describes the Security and Prosperity Partnership thusly:

"The SPP is a White House-led initiative among the United States and the two nations it borders—Canada and Mexico—to increase security and to enhance prosperity among the three nations through greater cooperation. …The SPP outlines a comprehensive agenda for cooperation among our three countries while respecting the sovereignty and unique cultural heritage of each nation."

The website then lists various kinds of cooperation under the rubric of the SPP: coordination of security efforts, fighting infectious diseases, working together on disasters, fighting counterfeiting and piracy, reducing trade costs and facilitating commerce.

This all sounds great—who could be against it? I favor any kind of mutually beneficial contacts with our neighbors.

And yet all these things were already going on before the SPP, which dates only from 2005. Why set up a fancy new international framework with all the high-flown rhetoric?

After the SPP’s introduction, the "myths" and "facts" begin. Each "myth" is followed by a "fact" to set the reader straight

The first "myth":

"The SPP was an agreement signed by Presidents Bush and his Mexican and Canadian counterparts in Waco, TX, on March 23, 2005."

In fact, says the website:

"The SPP is a dialogue….The SPP is not an agreement nor is it a treaty. In fact, no agreement was ever signed."

Frankly, I find this distinctly disturbing. At least if the SPP were a public agreement or treaty, we could examine the contents. They could be debated publicly. A treaty would even have to be approved by the U.S. Senate.

But if no actual agreement was signed, then the substantive content of the SPP must depend upon the whims and obsessions of our president and his Canadian and Mexican counterparts.

And we’ve had quite enough of George W. Bush’s obsessions.

The second "myth":

"The SPP is a movement to merge the United States, Mexico, and Canada into a North American Union and establish a common currency."

To which the "fact" section replies that

"The cooperative efforts under the SPP, which can be found in detail at www.spp.gov, seek to make the United States, Canada and Mexico open to legitimate trade and closed to terrorism and crime. It does not change our courts or legislative processes and respects the sovereignty of the United States, Mexico, and Canada. The SPP in no way, shape or form considers the creation of a European Union-like structure or a common currency. The SPP does not attempt to modify our sovereignty or currency or change the American system of government designed by our Founding Fathers."

This sounds great too. But the real question is: where is this all leading? The European Union began as a trade pact, and look what it’s developed into. The historic nation-states of Europe are now losing their sovereignty to the bureaucrats of Brussels.

The third “myth”:

"The SPP is being undertaken without the knowledge of the U.S. Congress."

The "fact" replies that "U.S. agencies involved with SPP regularly update and consult with members of Congress on our plans and efforts."

They do? That’s nice.

The fourth “myth”:

“The SPP infringes on the sovereignty of the United States.”

No, no, no! says the “facts” section. Instead—

"The SPP respects and leaves the unique cultural and legal framework of each of the three countries intact. Nothing in the SPP undermines the U.S. Constitution. In no way does the SPP infringe upon the sovereignty of the United States."

Oh, so that’s OK, then!

It all makes the SPP sound rather harmless. After all, who could object to neighborly relations with our neighbors?

Nevertheless, there is ample reason to believe that the SPP is indeed a vehicle that would lead to greater continental integration—and could actually lead to a continental merger.

That’s because it’s not just the SPP. It’s the SPP in combination with mass immigration, multiculturalism, and cheap labor profiteering. And it’s managed by an American elite (of both parties) that has shown it’s out of touch with America’s identity as a historical nation (look at the Bush-Kennedy Amnesty/Immigration Surge bill) and with her constitutional moorings.

Certainly, there are secret documents that we aren’t privy to (which some activists are striving to obtain using the Freedom of Information Act). But we don’t really need documents, we have the official SPP website. Look at the various SPP goals that website enumerates—for example these:

Lower costs for North American businesses, producers, and consumers and maximize trade in goods and services across our borders by striving to ensure compatibility of regulations and standards and eliminating redundant testing and certification requirements.

Strengthen regulatory cooperation, including at the onset of the regulatory process, to minimize barriers. [Prosperity Agenda, Published by the White House Office of the Press Secretary, March 23, 2005].

Obviously, lower costs are great for consumers everywhere. But what is being proposed here would of necessity involve the harmonization of law and regulation in the three countries. (So much for respecting their unique legal frameworks.)

Do we really want that? We have enough problems keeping the government from excessive meddling in our own economy!

There’s also a plan in the SPP's "Prosperity Agenda" for transportation:

Improve the safety and efficiency of North America's transportation system by expanding market access, facilitating multimodal corridors, reducing congestion, and alleviating bottlenecks at the border that inhibit growth and threaten our quality of life…."

Did you notice that part about "alleviating bottlenecks at the border”? Actually, "bottlenecks" at the border can be positively desirable if they bring us the security of controlling who enters—and who doesn’t.

Besides, all those proposals about "multimodal corridors" and "reducing congestion" would be better dealt with on either a national, state, provincial or municipal level.

We can see a pattern here, can we not? Rather than having these legitimate concerns dealt with at a national, state or local level, the SPP proposes getting the national governments of all three countries involved.

The possibilities for meddling transnational bureaucrats are enormous.

I think it’s already hard to keep our government accountable in our own country. How will adding two other countries make things better?

And then there’s the "Efficient Movement of People", a favorite globalist goal. Naturally, the SPP has a proposal for that too:

Excuse me, but isn’t there already a mechanism to deal with this—something called “U.S. immigration law”? (Or Mexican immigration law for Mexico and Canadian immigration law for Canada.)

No wonder Bush bashed the Minutemen as "vigilantes" at the 2005 meeting. The old-fashioned idea of guarding our border with Mexico simply does not fit in with the zeitgeist of the SPP.

Of course, the SPP did not pop into existence out of a vacuum. It fits in with the proposals of various influential insiders, such as Dr. Robert Pastor and others. It also fits right in with the core principles of the Bush administration, which from the outset was pushing hemispheric free trade and open borders. And it unmistakably fits in with the mindset that created the European Union.

Simply defeating the SPP is not sufficient. These kinds of globalist big government ventures flow from the worldview of our academic/business/political elite. They will keep popping up again and again under various names, as long as that worldview remains ascendant.

The bottom line: American patriots have to be vigilant. Getting these issues out into the open is a part of the solution.

But it’s not only American patriots. There are Canadians and Mexicans who also oppose SPP and continental integration, and are speaking out against it. Americans don’t want to be a part of a continental merger, but neither do our neighbors (except for the elitists of all three countries who are driving it).

Lawmakers' letter warns 'stealth' effort to 'harmonize' could undermine security

Twenty-two members of the U.S. House of Representatives – 21 Republicans and a Democrat – are urging President Bush to back off his North American integration efforts when he attends the third summit meeting on the Security and Prosperity Partnership of North America next week in Montebello, Quebec.

They make it clear that continuing any such agenda at this point would be disregarding growing apprehension in Congress about the plans.

"As you travel to Montebello, Canada later this month for a summit with your Canadian and Mexican counterparts, we want you to be aware of serious and growing concerns in the U.S. Congress about the so-called Security and Prosperity Partnership (SPP) you launched with these nations in 2005," the letter said.

While the letter authors express their support for the president's "desire to promote good relations with our neighbors to the north and south," they are worried about the secretive manner in which SPP is being conducted and concerned it "may actually undermine our security and sovereignty."

"For instance," the letter said, "measures that would make it easier to move goods and people across borders could have the effect of further weakening this country's ability to secure its frontiers and prevent illegal immigration."

The letter also cited documents obtained by Judicial Watch in a Freedom of Information Act Request that suggest, "Such secretiveness seems not to be accidental."

WND was among the first news organizations to obtain and publish the agenda and the list of attendees for a secret North American Forum meeting held at the Fairmont Banff Springs Hotel in Banff, Alberta, Canada, from September 12-14, 2006. The meeting was closed to the press and the documents obtained by WND were marked "Internal Document, Not for Public Release."

Judicial Watch also used a Freedom of Information Act request to obtain a set of notes from the Pentagon attendees at the secret Banff meeting.

One particularly disturbing comment was noted in the official conference record of the speeches given, as recorded in the "Rapporteur Notes" obtained by the Judicial Watch FOIA request. In Section VI of the conference, entitled "Border Infrastructure and Continental Prosperity," the reporter summarized as follows:

The members also noted in their letter the amendment added by Duncan Hunter, R-Calif., to the transportation funding bill.

As WND reported, Hunter successfully offered an amendment to H.R.3074, the Transportation Appropriations Act for Fiscal Year 2008, prohibiting the use of federal funds to participate in SPP-related working group meetings in the future.

The members noted in their letter that, "This vote is an indication of the serious concerns felt by those of us in Congress and by our constituents about this initiative – concerns that will only be intensified if pursuit of the SPP continues out of public view and without congressional oversight or approval."

The last paragraph of the letter called upon the president "not to pledge or agree to any further movement in connection with the SPP at the upcoming North American summit."

The letter concluded that, "in the interest of transparency and accountability, we urge you to bring to the Congress whatever provisions have already been agreed upon and those now being pursued or contemplated as part of this initiative, for the purpose of obtaining authorization through the normal legislative process."

Perry's push for highway raises conspiracy buzz

AUSTIN — Black helicopters, the Illuminati, Gov. Rick Perry and the Trans-Texas Corridor are all now part of the vernacular of the global domination conspiracy theorists.

Perry's push for the Trans-Texas Corridor super highway is part of a secret plan, the conspiracy theorists say, to create the North American Union — a single nation consisting of Canada, Mexico and the United States with a currency called the Amero.

Government denials of the North American Union and descriptions of it as a myth seem to add fuel to the fire. A Google search for "North American Union" and "Rick Perry" returns about 13,400 Web page results.


"Conspiracy theories abound, and some people have an awful lot of time on their hands to come up with such far-fetched notions," said Perry spokesman Robert Black.

Perry enhanced the conspiracy buzz earlier this summer by traveling to Turkey to attend the secretive Bilderberg conference, which conspiracy theorists believe is a cabal of international monied interests and power brokers pressing for globalization.

And the conspiracy rhetoric is likely to ratchet up this week as President Bush meets with Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper in Quebec in their third summit to discuss North American relations under the Security and Prosperity Partnership.

"There is absolutely a connection with all of it," said Texas Eagle Forum President Cathie Adams. The Trans-Texas Corridor "is something not being driven by the people of Texas."

The first, and most controversial, leg of the Trans-Texas Corridor plan is a proposed 1,200-foot-wide private toll road to run from Laredo to the Oklahoma border parallel to Interstate 35. This TTC-35 would be built by a consortium headed by Spanish owned Cintra S.A. and Zachry Construction Corp. of San Antonio.

The seed of the North American Union controversy rests in the 1992-93 passage of the North American Free Trade Agreement under Presidents George H.W. Bush and Bill Clinton. Under that treaty, Interstate 35 was designated informally as the NAFTA highway.


'Stealth' attempt
Fast-forward to March 2005 to Crawford, when President Bush, Harper and then-Mexican President Vicente Fox agreed to pursue the Security and Prosperity Partnership, SPP. The idea was to promote cooperation among the countries on economic and security issues.
But conservative author Jerome Corsi — in his new book: The Late Great U.S.A.: The Coming Merger with Mexico and Canada — argues the SPP is a "stealth" attempt to wipe out the nations' borders and form a single economy like the European Union.

With an entire chapter dedicated to Perry's Trans-Texas Corridor plan, Corsi says the first step to integrating the economies is to integrate the transportation infrastructure.

"His (Perry's) actions have been to fight hard to build this toll road and not listen to the objections expressed by the people of Texas," Corsi said.

Corsi became nationally known in 2004 as the co-author of Unfit for Command: Swift Boat Veterans Speak Out Against John Kerry. Corsi said extensive research shows the SPP has created working groups on the North American Union that answer to presidential Cabinet secretaries.

"This is more of a shadow bureaucracy, a shadow government already in effect," Corsi said. "Unless it is stopped, it will turn into a North American Union with an Amero."

The official federal Web site for the SPP has a section dedicated to busting the North American Union as myth.

"The SPP does not attempt to modify our sovereignty or currency or change the American system of government designed by our Founding Fathers," the site says.

But that has not stopped a growing opposition to the North American Union by groups such as the Eagle Forum, The Conservative Caucus and the John Birch Society.


'Wanted' individual
The North American Union also has been fodder for cable television commentators: CNN's Lou Dobbs and Fox's Bill O'Reilly.
Perry fueled his role in the debate in June by attending the Bilderberg annual conference, a secretive closed-door meeting of about 120 business, government and media leaders from Europe and North America.

Republican presidential candidate and U.S. Rep. Ron Paul of Lake Jackson was asked about the trip on the syndicated talk radio show of Alex Jones in June. Paul said the trip was "a sign that he's involved in the international conspiracy."

Jones' Web site features mug shot-like photos of Perry labeled "Wanted for Treason." Jones in an interview said Perry's trip and the Trans-Texas Corridor show a willingness by the governor to sell out Texas' infrastructure to international bankers.

"Perry is actively waging war, economically in the interests of the elites and neomercantilism," Jones said.

The 2001 book Toward a North American Community: Lessons from the Old World for the New by Robert A. Pastor, an American University professor and director of the Center for Democracy and Election Management, is cited by Corsi as the blueprint for the merger.

"I've never proposed a North American Union," Pastor said. "The only people who talk about a North American Union are those people who are trying to generate fear."


Belief in sovereignty
Pastor said greater cooperation between the three countries makes sense for both economics and internal security.
Pastor said those promoting the conspiracy are doing so because of "historical xenophobia," "a fear of immigrants, mostly from Mexico" and a "traditional isolationism."

Black said there is no way the governor would support merging the U.S. with its neighbors.

"The governor is a firm believer in the sovereignty of the United States. Too many of our brave men and women have died defending it," Black said.

China to install sensors along NAFTA highway
Documents reveal NASCO plan to militarize I-35

Radio sensing stations to track traffic and cargo up and down the I-35 NAFTA Superhighway corridor are being installed by Communist China, operating through a port operator subsidiary of Hutchison Whampoa, in conjunction with Lockheed Martin and the North America's SuperCorridor Coalition, Inc.

The idea is that RFID chips placed in containers where manufactured goods are shipped from China will be able to be tracked to the Mexican ports on the Pacific where the containers are unloaded onto Mexican trucks and trains for transportation on the I-35 NAFTA Superhighway to destinations within the United States.

NASCO, a trade association based in Dallas, Texas, has teamed with Lockheed Martin to use RFID tracking technology Lockheed Martin developed for the U.S. Department of Defense's projects in Iraq and Afghanistan, as well as at U.S. military stations throughout the world.

China has a central position in applying the RFID technology on I-35, given Hutchinson Port Holdings' 49 percent ownership of Savi Networks, the Lockheed Martin subsidiary that will get the job of placing the sensors all up and down the NAFTA Superhighway.

Nathan Hansen, a Minnesota attorney, has archived on his blog a series of NASCO documents obtained under a Minnesota Data Practices Act.

Among these documents released by Hansen is a Letter of Intent between NASCO and Savi Networks which details how NASCO and Lockheed Martin intend to implement NAFTRACS.

The letter calls for Savi Networks to establish RFID sensors along the I-35 NAFTA trade corridor, with tracking designed to begin at Manzanillo and Lázaro Cárdenas, and include "inland points of data capture" positioned at Laredo, San Antonio, Dallas, Kansas City, the Ambassador Bridge, and Winnipeg.

Data captured by the RFID sensors would be sent to a data collection center that NASCO has named "The Center of Excellence."

The Center of Excellence data collection center will be integrated into Lockheed Martin's militarized Global Transport Network Command and Control Center that is installed and operating at the Lockheed Martin Center for Innovation or "Lighthouse" facility in Suffolk, Virginia.

Lockheed Martin's GTN was developed for the U.S. Department of Defense as an electronic system used to support supply shipments and defense logistics to U.S. armed forces deployed worldwide.

GTN is operated by the U.S. Transportation Command at Scott Air Force Base in Illinois.

In releasing to the public the NASCO internal documents, Hansen characterized NASCO's Total Domain Awareness as "an Orwellian nightmare," commenting that, "At least Orwell's tyrants had the dignity to be creative with the names of their various maniacal bureaucracies."

NASCO documents describe Total Domain Awareness as the ability to "automatically gather, correlate, and interpret fragments of multi-source data," including data received from radar, Automatic Identification System shipboard radar, Global Positioning System, open source data including weather reports, military intelligence data, law enforcement data, bioterrorism data, plus video surveillance and security cameras.

Hansen comments about the NASCO Total Awareness Domain that, "Truly, a major defense contractor tracking our every move here in our own country is undoubtedly a threat to our liberties."

As WND has previously reported, Hutchison Port Holdings owns 49 percent of Savi Networks, a subsidiary of Lockheed Martin's wholly-owned subsidiary Savi Technology.

A contract signed with NASCO authorizes Savi Networks to place a system of RFID sensors along the entire length of I-35 to track RFID equipped containers which travel the I-35 NAFTA Superhighway, including those Chinese containers that enter the continent through the Mexican ports of Manzanillo and Lázaro Cárdenas.

The Federal Highway Administration website is currently archiving a slide show presentation by Tiffany Melvin, NASCO’s executive director, containing a discussion of the North American Facilitation of Transportation, Trade, Reduced Congestion and Security, designed to track containers along I-35 with Savi RFID technology and to provide the information to "various federal and state DOT (Department of Transportation) participants."

Hutchison Ports Holding operates the ports at Manzanillo and Lázaro Cárdenas, as well as both ends of the Panama Canal.

Savi Technology spokesmen refused to return WND calls after messages were left at the company for three consecutive days.

Plans to modernise the North American Free Trade Agreement (Nafta) will take centre stage when the leaders of the US, Canada and Mexico meet on Monday.
The 14-year old agreement, which has generated $700bn in cross-border trade, has come under increasing fire in the US where it is seen to have cost jobs.

The trade deal is a cornerstone of a broad-ranging Security and Prosperity Partnership agreed by the trio in 2005.

Thousands of protesters are gathering in Quebec ahead of the two-day summit.

'Big challenge'

Police have established a 25km (15 mile) security cordon around the resort complex, a 90-minute drive from Ottawa, where President George W Bush, Mexico's President Felipe Calderon and Canada's Prime Minister Stephen Harper are to meet.

Critics of Nafta and other free trade deals argue that they have destroyed jobs in poorer countries and damaged the environment.

Trade between the three partners has increased by more than 10% a year since the agreement, which paved the way for tariffs to be cut on key products, was ratified in 1994.

A leading Mexican official said the forthcoming talks were aimed at "bringing the agreement up to date and making it more cutting-edge".

"Our big challenge is to resolve access issues concerning non-tariff barriers," said Beatriz Leycegui Gardoqui, Mexico's undersecretary for the economy.

Protectionist pressures

Growing protectionist sentiment in Washington has meant Nafta and other free trade agreements have come under growing scrutiny.

Leading Democrat Presidential candidates have all attacked the agreement saying that it discriminates against the US because it enforces labour laws more strictly than others.

There is also unease about Nafta in Mexico with farmers opposed to the imminent liberalisation of the maize industry to corn imports from the US.

The three leaders are expected to discuss a range of other issues including co-operation over security and energy and safety concerns over Chinese-made imports.

Plan to Allow Some Mexican Trucks Full U.S. Highway Access Nears Approval

WASHINGTON — Some Mexican trucks will be allowed to carry cargo anywhere in the United States as soon as a federal inspector general certifies safety and inspection plans, the Bush administration announced Friday.

The latest step toward implementing a controversial provision of the 1994 North American Free Trade Agreement drew instant condemnation from labor and driver-owner groups that fear the program will erode highway safety and eliminate U.S. jobs.

The decision was announced by a Transportation Department notice in the Federal Register, a dry, daily compendium of new federal rules read mostly by lobbyists and lawyers.

A one-year demonstration project allowing 100 Mexican motor carriers full access to U.S. roads will begin as soon as the department's inspector general certifies that safety and inspection plans and facilities are sufficient to ensure the Mexican trucks are at least as safe as U.S. trucks. That requirement was imposed by Congress.

Mexican trucks are now confined to commercial zones within about 25 miles of the border.

The inspector general's report to Congress is expected soon. The agency said it would complete any remedial actions he requested before beginning the program.

Teamster Union president Jim Hoffa questioned the timing — during Congress' August recess — of the administration's decision "to move forward with its hugely unpopular program to throw open our borders to unsafe Mexican trucks." Hoffa noted that the House voted last month to cut off funding for the program but that the Senate has yet to vote.

Todd Spencer, executive vice president of the Owner-Operator Independent Drivers Association, said the administration had only minimally complied with congressional directives but not with "the spirit of what Republicans and Democrats in Congress intended."

The Transportation Department acknowledged that most of the 2,300 public comments on the project challenged its safety and economic effects. But the agency concluded the demonstration, involving about 10 percent of the Mexican truckers who applied, "is sufficient to determine whether the safety oversight program" can ensure there will be no erosion of highway safety.

Montebello SPP Summit: Canada's Sovereignty in Jeopardy: the Militarization of North America

Canadian jurisdiction over its Northern territories was redefined, following an April 2002 military agreement between Ottawa and Washington. This agreement allows for the deployment of US troops anywhere in Canada, as well as the stationing of US warships in Canada's territorial waters.

Following the creation of US Northern Command in April 2002, Washington announced unilaterally that NORTHCOM's territorial jurisdiction (land, sea, air) extended from the Caribbean basin to the Canadian arctic territories.

"The new command was given responsibility for the continental United States, Canada, Mexico, portions of the Caribbean and the contiguous waters in the Atlantic and Pacific oceans up to 500 miles off the North American coastline. NorthCom's mandate is to "provide a necessary focus for [continental] aerospace, land and sea defenses, and critical support for [the] nation’s civil authorities in times of national need."

Former Secretary of Defense Donald Rumsfeld boasted that "the NORTHCOM – with all of North America as its geographic command – 'is part of the greatest transformation of the Unified Command Plan [UCP] since its inception in 1947.'" (Ibid)

Canada and US Northern Command

In December 2002, following the refusal of (former) Prime Minister Jean Chrétien to join US Northern Command (NORTHCOM), an interim bi-national military authority entitled the Binational Planning Group (BPG) was established.

Canadian membership in NORTHCOM would have implied the integration of Canada's military command structures with those of the US. That option had been temporarily deferred by the Chrétien government, through the creation of the Binational Planning Group (BPG).

The BPG's formal mandate in 2002 was to extend the jurisdiction of the US-Canada North American Aerospace Defense Command (NORAD) to cover sea, land and "civil forces",

"to improve current Canada–United States arrangements to defend against primarily maritime threats to the continent and respond to land-based attacks, should they occur."

Although never acknowledged in official documents, the BPG was in fact established to prepare for the merger of NORAD and NORTHCOM, thereby creating de facto conditions for Canada to join US Northern Command.

The "Group" described as an "independent" military authority was integrated from the outset in December 2002 into the command structures of NORAD and NORTHCOM, both operating out the same headquarters at the Paterson Air Force base in Colorado. In practice, the "Group" functioned under the jurisdiction of US Northern Command, which is controlled by the US Department of Defense.

In December 2004, in the context of President Bush's visit to Ottawa, it was agreed that the mandate of the BPG would be extended to May 2006. It was understood that this extension was intended to set the stage for Canada's membership in NORTHCOM.

In March 2006, two months before the end of its mandate, the BPG published a task force document on North American security issues:

"'A continental approach' to defense and security could facilitate binational maritime domain awareness and a combined response to potential threats, 'which transcends Canadian and U.S. borders, domains, defense and security departments and agencies,' (quoted in Homeland Defense watch, 20 July 2006)

The BPG task force report called for the establishment of a "maritime mission" for NORAD including a maritime warning system. The report acted as a blueprint for the renegotiation of NORAD, which was implemented immediately following the release of the report.

On April 28, 2006, an agreement negotiated behind closed doors was signed between the US and Canada.

The renewed NORAD agreement was signed in Ottawa by the US ambassador and the Canadian Minister of Defense Gordon O'Connor, without prior debate in the Canadian Parliament. The House of Commons was allowed to rubberstamp a fait accompli, an agreement which had already been signed by the two governments.

While NORAD still exists in name, its organizational structure coincides with that of NORTHCOM. Following the April 28, 2006 agreement, in practical terms, NORAD has been merged into USNORTHCOM.

NORTHCOM Commander Gen. Gene Renuart, USAF happens to be Commander of NORAD, Maj. Gen. Paul J. Sullivan who is NORTHCOM Chief of Staff, is Chief of Staff of NORAD.

With a exception of a token Canadian General, who occupies the position of Deputy Commander of NORAD, the leadership of NORAD coincides with that of NORTHCOM. (See photo gallery below).

These two military authorities are identical in structure, they occupy the same facilities at the Peterson Air Force base in Colorado.

There was no official announcement of the renewed NORAD agreement, which hands over control of Canada's territorial waters to the US, nor was there media coverage of this far-reaching decision.

The Deployment of US Troops on Canadian Soil

At the outset of US Northern Command in April 2002, Canada accepted the right of the US to deploy US troops on Canadian soil.

"U.S. troops could be deployed to Canada and Canadian troops could cross the border into the United States if the continent was attacked by terrorists who do not respect borders, according to an agreement announced by U.S. and Canadian officials." (Edmunton Sun, 11 September 2002)

With the creation of the BPG in December 2002, a binational "Civil Assistance Plan" was established. The latter described the precise "conditions for deploying U.S. troops in Canada, or vice versa, in the aftermath of a terrorist attack or natural disaster." (quoted in Inside the Army, 5 September 2005).

Canadian Sovereignty

In August 2006, the US State Department confirmed that a new NORAD Agreement had entered into force, while emphasizing that "the maritime domain awareness component was of 'indefinite duration,' albeit subject to periodic review." (US Federal News, 1 August 2006). In March 2007, the US Senate Armed Services Committee confirmed that the NORAD Agreement had been formally renewed, to include a maritime warning system. In Canada, in contrast, there has been a deafening silence.

In Canada, the renewed NORAD agreement went virtually unnoticed. There was no official pronouncement by the Canadian government of Stephen Harper. There was no analysis or commentary of its significance and implications for Canadian territorial sovereignty. The agreement was barely reported by the Canadian media.

Operating under a "North American" emblem (i.e. a North American Command), the US military would have jurisdiction over Canadian territory from coast to coast; extending from the St Laurence Valley to the Queen Elizabeth archipelago in the Canadian Arctic. The agreement would allow for the establishment of "North American" military bases on Canadian territory. From an economic standpoint, it would also integrate the Canadian North, with its vast resources in energy and raw materials, with Alaska.

Ottawa's Military Facility in Resolute Bay

Ottawa's July 2007 decision to establish a military facility in Resolute Bay in the Northwest Passage was not intended to reassert "Canadian sovereignty. In fact quite the opposite. It was established in consultation with Washington. A deep-water port at Nanisivik, on the northern tip of Baffin Island is also envisaged.

The US administration is firmly behind the Canadian government's decision. The latter does not "reassert Canadian sovereignty". Quite the opposite. It is a means to eventually establish US territorial control over Canada's entire Arctic region including its waterways. This territory would eventually fall under the jurisdiction of US Northern Command (NORTHCOM).

The Security and Prosperity Partnership Agreement (SPP)

The Security and Prosperity Partnership Agreement (SPP) signed between the US, Canada and Mexico contemplates the formation of a North American Union (NAU), a territorial dominion, extending from the Caribbean to the Canadian arctic territories.




The SPP is closely related to the Binational Planning Group initiative. An Independent Task Force sponsored by The Council on Foreign Relations calls for the transformation of the North American Aerospace Defense Command (NORAD) into a "multiservice Defense Command". The CFR document entitled "North American Community" drafted on behalf of the SPP endorses the BPG March 2006 recommendations:

"As recommended in a report of the Canadian-U.S. Joint Planning Group [BPG], NORAD should evolve into a multiservice Defense Command that would expand the principle of Canadian-U.S. joint command to land and naval as well as air forces engaged in defending the approaches to North America. In addition, Canada and the United States should reinforce other bilateral defense institutions, including the Permanent Joint Board on Defense and Joint Planning Group, and invite Mexico to send observers.

The accession of Canada to this Multiservice Defense Command, as recommended by the CFR, has already been established, signed and sealed, approved by the Canadian Parliament in May 2006, in the context of the renewal of the NORAD agreement.

In all likelihood, the formal merging of "the renewed NORAD" and US NORTHCOM will be on the agenda at the August Security and Prosperity Partnership Agreement (SPP) Summit meeting of President Bush, Prime Minister Harper and President Calderon at Montebello, Quebec. This decision would lead to the formation of a US-Canada NORTHCOM, with a new name, but with substantially the same NORTHCOM rhetorical mandate of "defending the Northern American Homeland" against terrorist attacks. The military of both the US and Canada would also be called to play an increasing role in civilian law enforcement activities.

The real objective underlying the SPP is to militarize civilian institutions and repeal democratic government.

"Integration" or the "Annexation" of Canada?

Canada is contiguous to "the center of the empire". Territorial control over Canada is part of the US geopolitical and military agenda. It is worth recalling in this regard, that throughout history, the "conquering nation" has expanded on its immediate borders, acquiring control over contiguous territories.

Military integration is intimately related to the ongoing process of integration in the spheres of trade, finance and investment. Needless to say, a large part of the Canadian economy is already in the hands of US corporate interests. In turn, the interests of big business in Canada tend to coincide with those of the US.

Canada is already a de facto economic protectorate of the USA. NAFTA has not only opened up new avenues for US corporate expansion, it has laid the groundwork under the existing North American umbrella for the post 9/11 integration of military command structures, public security, intelligence and law enforcement.

No doubt, Canada's entry into US Northern Command will be presented to public opinion as part of Canada-US "cooperation", as something which is "in the national interest", which "will create jobs for Canadians", and "will make Canada more secure".

Ultimately what is at stake is that beneath the rhetoric, Canada will cease to function as a Nation:

-Its borders will be controlled by US officials and confidential information on Canadians will be shared with Homeland Security.

-US troops and Special Forces will be able to enter Canada as a result of a binational arrangement.

-Canadian citizens can be arrested by US officials, acting on behalf of their Canadian counterparts and vice versa.

But there is something perhaps even more fundamental in defining and understanding where Canada and Canadians stand as nation.

By endorsing a Canada-US "integration" in the spheres of defense, homeland security, police and intelligence, Canada not remains a full fledged member of George W. Bush's "Coalition of the Willing", it will directly participate, through integrated military command structures, in the US war agenda in Central Asia and the Middle East, including the massacre of civilians in Iraq and Afghanistan, the torture of POWs, the establishment of concentration camps, etc.

Canada would no longer have an independent foreign policy. Under an integrated North American Command, a North American national security doctrine would be formulated. Canada would be obliged to embrace Washington's pre-emptive military doctrine, its bogus "war on terrorism which is used as a pretext for waging war in the Middle East. .

The Canadian judicial system would be affected. Moreover, binational integration in the areas of Homeland security, immigration, policing of the US-Canada border, not to mention the anti-terrorist legislation, would imply pari passu acceptance of the US sponsored police State, its racist policies, its "ethnic profiling" directed against Muslims, the arbitrary arrest of anti-war activists.

Facing Looming NAFTA Rule, Farm Bill Would Prop Up Sugar Prices by Selling Sweet Stuff to Fuel Makers

WASHINGTON — Congress is hoping that an ethanol industry with an endless appetite for corn will have a sweet tooth too.

Under the farm bill the House passed last month, the federal government would buy surplus sugar and sell it to ethanol producers, where it would be used in a mixture with corn. The program was inserted as a hedge against a looming North American Free Trade Agreement provision, which will let Mexico export unlimited amounts of sugar to the U.S. starting next year.

The U.S. sugar program currently props up sugar prices through a combination of price guarantees and import quotas. Once the limit on Mexican imports expires, the government could be faced with a price-depressing glut of sugar, which in turn could lead to taxpayer-funded government purchases of surplus sugar.

With that backdrop, the Congressional Budget Office has estimated the sugar program would cost about $1.3 billion over 10 years. The program currently doesn't cost taxpayers anything because sugar prices are higher than the guaranteed minimum price.

The chairman of the House Agriculture Committee, Minnesota Democrat Collin Peterson, inserted the sugar-to-ethanol provision in the farm bill. Minnesota is the nation's largest producer of sugar beets, and Peterson represents the state's sugar beet-growing Red River Valley. U.S. sugar is made from beets in some Northern and Western states, and cane in a few Southern states and Hawaii.

The sugar-to-ethanol program would only kick in when imports lead to an oversupply of sugar in the U.S.

"This a program that blinks on and off," Peterson said. "It would only be used if needed." Peterson also included a slight increase in the guaranteed government minimum price for sugar growers, or loan rate, from 18 cents to 18.5 cents a pound.

The sugar-to-ethanol program is designed to save the cost of government purchases of surplus sugar. But according to the CBO, those savings would largely be offset by the cost of the new program and the price guarantee increase.

The Bush administration doesn't think much of the sugar-to-ethanol idea. Mark Keenum, agriculture undersecretary for farm and foreign agricultural services, said the Agriculture Department tried to sell 100,000 tons of surplus sugar in 2001 for ethanol, but was only able to sell 10,000 tons — and at a significant loss.

"It would lock the department into a management process that's not been proven to be successful in the past," Keenum said.

But Jack Roney, an economist with the American Sugar Alliance, an umbrella group of farmers, processors and suppliers, said the market has changed since 2001.

Not that Peterson is expecting the program to operate without government help. The USDA would have to pick up the difference between what it pays for the extra sugar and what it can get from ethanol producers.

"It's going to take some amount of subsidy in order to get the plants to use it," Peterson said. "We're not sure how much that will be."

The Senate is to take up the farm bill after the August congressional recess, and the Senate Agriculture Committee's chairman, Sen. Tom Harkin, D-Iowa., was receptive to the program.

"We must continue to look for new sources to produce biofuels — sugar, cellulose, and others," he said in a statement. "Increasing our renewable energy investments helps increase our energy security and keeps our country competitive."

Steve Williams, a sugar beet farmer in Fisher, Minn., and president of the American Sugar Beet Growers Association, supported the program.

"It will make an excellent safety net so that the market does not become unbalanced," he said. "It will only be used if trade agreements bring in too much sugar to the U.S. Hopefully, it will never (have to) be used."

The National Corn Growers Association said it does not expect the program to have any noticeable effect on the demand for corn for ethanol.

Taxpayers for Common Sense was not impressed with the idea.

"This is not exactly the best thing for the consumer," said Demian Moore, a senior policy analyst with the group who specializes in agriculture policy. "It's just another subsidy for an industry that doesn't need to be subsidized."

New Union With Canada And Mexico: Open Borders For US

The Security and Prosperity Partnership between Canada, Mexico and the U.S. is underway at this moment. Why such a massive international cooperative trade program has not been promoted by our government, may seem a mystery. It is touted as an arrangement to "increase security and enhance prosperity" through "greater cooperation and information sharing."

Why so little fanfare if it's such a great thing? When studied, the program appears to be the United States' official launch into socialism, recognizing the common thread, "the rich get richer."

The "program" was supposedly launched in March of 2005. The U.S. Department of Commerce describes it as a "White House-driven initiative" and goes on to claim "The SPP recognizes that our three great nations are bound by a shared belief in freedom, economic opportunity, and strong democratic institutions."

Everyone paying attention, particularly Mexicans, understand the Mexican government and economic system are utterly corrupt and bankrupt, respectively. Credible studies conservatively estimate payoffs and mordida amount to ten percent of the Mexican Gross Domestic Product. "Freedom" is unlikely one of the first things an average Mexican would list as a benefit of citizenship.

Canada is a bastion of socialism, largely controlled by the electorate in eastern, major metropolitan areas. Canadian citizens in remote areas of the west are legislatively subdued by socialist liberals in the big cities. For instance, the French-speaking body politic in French Canada have outlawed handguns nationwide. The English-speaking natives living in the primitive areas of British Columbia, replete with brown bears--the western hemisphere's most vicious and deadly wild animal--are prohibited from carrying a pistol on their hip while working in the bush.

Both the Mexican and Canadian economies rely, primarily, on the U.S. for trade and economic stability. They are, according to the U.S. Government Energy Information Administration, our top suppliers of oil. The population of the U.S. is approximately 298 million. The combined populations of Canada and Mexico total approximately 129 million, not half that of the U.S. How will a union with two nations, one morally bankrupt and each possessing poorly-performing currency systems, advance the U.S.?

It probably won't. Observers and experts predict this "union," or "partnership," will not only dissolve U.S. sovereignty, but destroy our domestic shipping industries, redistribute our middle-class wealth and eliminate what we now consider border security.

A stated goal of the SPP is to:
SECURITY AGENDA
3) Further streamline the secure movement of low-risk traffic across
our shared borders
. Develop and implement a border facilitation strategy to build
capacity and improve the legitimate flow of people and cargo
at ports of entry within North America.
. Identify, develop, and deploy new technologies to advance our
shared security goals and promote the legitimate flow of
people and goods across our borders.


A strategic goal of the SPP is to ease restrictions on transport of goods. The U.S. being the primary consumer within the union, it is no mystery who the "goods" are headed for. The SPP intends to diminish, or eliminate, security at U.S. borders, preferring a "perimeter" around the three nations.

By eliminating U.S. border checkpoints, the SPP will "streamline" the flow of goods and human traffic by avoiding U.S. Ports Of Entry (ports)--thereby subverting U.S. homeland security--avoiding use of U.S. labor (Teamsters and Longshoremen's unions) and creating an ultra-highway system running from deep in Mexico, through the U.S., and well into Canada.

The initial leg of this highway system is already underway in South Texas. Cintra-Macquarie, a joint venture between Spanish and Australian companies, has not only secured contracts to construct the U.S.-Mexico stretch of international tollway, but is actively acquiring billions of dollars and thousands of miles of toll roads throughout the U.S. The flow of traffic through the countries will not be controlled by the "union," but overseas organizations.

The map above delineates the current plan for the ultra structure. Wiith the creation of "Inland Ports" at Kelly USA in San Antonio, TX, Alliance, TX, Kansas City, KS and Winnipeg, Manitoba, Canada, the North American Inland Ports Network (NAIPN), a working group of North America's SuperCorridor Coalition
(NASCO), intends to:

"...facilitate and process international trade through strategic investment in multi-modal transportation assets and by promoting value-added services as goods move through the supply chain."

improve "...the efficiency of International Commerce throughout the Mid-Continent. NAIPN increases trade flow with the Asia-Pacific, Latin America, Russia, and Europe."


NAIPN describes Inland Ports as such:

"An Inland Port is a site located away from traditional land, air and coastal borders with the vision to facilitate and process international trade through strategic investment in multi-modal transportation assets and by promoting value-added services as goods move through the supply chain."

The SPP, through NASCO and NAIPN, is redefining our transit, import, export, inspection and distribution networks, at the hands of foreign interests. Goods will be flown into the U.S., directly into the heartland, rather than being stopped and checked at our existing borders. Goods brought in via the "Mid-Continent
Trade and Transportation Corridor" will not be checked as they enter the U.S. Rather, they will be "inspected" as they enter Mexican ports, then shipped overland within the prosperity union.

How will we all pay for this?

Whether it is called the Amero, the Dollar, the Nuevo-Nuevo Peso, or the man in the moon, some system will have to be in place to stabilize and standardize transactions. You can call it whatever you want.

For now, we'll call it AmeroCurrency.

"Sovereignty is not infinitely valuable" -Herb Grubel

These are the words of a Canadian advocate for the creation of a new currency for North American countries. His theories seem to lead the pack of similar philosophers and economists.

In a foreword for Grubel's study on the prospect, Gordon Gibson characterizes the situation as such:

"Most fundamentally however, Mr. Grubel makes the sensible observation that "sovereignty is not infinitely valuable." Every nation in the world, even the mighty United States, has traded off elements of sovereignty to multi-national associations such as the WTO, NAFTA, and the United Nations. Canada has been in the forefront of encouraging every such development--a natural policy for a middle power."

For a "middle power" whose economy is weak and exchange rate declining steadily, such a maneuver may be in the best interest. This is not the case when the strongest economy in the world, the United States of America, considers diluting its monetary system with Mexico, a third world, "developing" nation
and Canada, a second socialist nation on our two land borders.

Further, U.S. sovereignty is, perhaps, our most precious facet, as defined in our Declaration of Independence and Constitution. Our sovereignty is part of the formula that makes our Republic the most unique political and cultural experiment in the history of civilization.

Rather than try to decode, re-describe and publish commentary on the prevailing philosophies and arguments surrounding the need and advantages for a common hemispheric currency, this site provides links to information from legitimate proponents and detractors.

Be advised that there is a lot of code and doublespeak in these articles. Few of the more elaborate articles discuss the disadvantages to the U.S., but concentrate on the advantages to Canada and Mexico. The most significant and timely aspect of the movement involves current U.S. participation in a elaborate international program called the "Security and Prosperity Partnership Of North America, "

The Plan to Replace the Dollar With the 'Amero'

The idea to form the North American Union as a super-NAFTA knitting together Canada, the United States and Mexico into a super-regional political and economic entity was a key agreement resulting from the March 2005 meeting held at Baylor University in Waco, Tex., between President Bush, President Fox and Prime Minister Martin.

A joint statement published by the three presidents following their Baylor University summit announced the formation of an initial entity called, “The Security and Prosperity Partnership of North America” (SPP). The joint statement termed the SPP a “trilateral partnership” that was aimed at producing a North American security plan as well as providing free market movement of people, capital, and trade across the borders between the three NAFTA partners:

We will establish a common approach to security to protect North America from external threats, prevent and respond to threats within North America, and further streamline the secure and efficient movement of legitimate, low-risk traffic across our borders.

A working agenda was established:

We will establish working parties led by our ministers and secretaries that will consult with stakeholders in our respective countries. These working parties will respond to the priorities of our people and our businesses, and will set specific, measurable, and achievable goals.

The U.S. Department of Commerce has produced a SPP website, which documents how the U.S. has implemented the SPP directive into an extensive working agenda.

Following the March 2005 meeting in Waco, Tex., the Council on Foreign Relations (CFR) published in May 2005 a task force report titled “Building a North American Community.” We have already documented that this CFR task force report calls for a plan to create by 2010 a redefinition of boundaries such that the primary immigration control will be around the three countries of the North American Union, not between the three countries. We have argued that a likely reason President Bush has not secured our border with Mexico is that the administration is pushing for the establishment of the North American Union.

The North American Union is envisioned to create a super-regional political authority that could override the sovereignty of the United States on immigration policy and trade issues. In his June 2005 testimony to the U.S. Senate Foreign Relations Committee, Robert Pastor, the Director of the Center for North American Studies at American University, stated clearly the view that the North American Union would need a super-regional governance board to make sure the United States does not dominate the proposed North American Union once it is formed:

NAFTA has failed to create a partnership because North American governments have not changed the way they deal with one another. Dual bilateralism, driven by U.S. power, continue to govern and irritate. Adding a third party to bilateral disputes vastly increases the chance that rules, not power, will resolve problems.

This trilateral approach should be institutionalized in a new North American Advisory Council. Unlike the sprawling and intrusive European Commission, the Commission or Council should be lean, independent, and advisory, composed of 15 distinguished individuals, 5 from each nation. Its principal purpose should be to prepare a North American agenda for leaders to consider at biannual summits and to monitor the implementation of the resulting agreements.

Pastor was a vice chairman of the CFR task force that produced the report “Building a North American Union.”

Pastor also proposed the creation of a Permanent Tribunal on Trade and Investment with the view that “a permanent court would permit the accumulation of precedent and lay the groundwork for North American business law.” The intent is for this North American Union Tribunal would have supremacy over the U.S. Supreme Court on issues affecting the North American Union, to prevent U.S. power from “irritating” and retarding the progress of uniting Canada, Mexico, and the U.S. into a new 21st century super-regional governing body.

Robert Pastor also advises the creation of a North American Parliamentary Group to make sure the U.S. Congress does not impede progress in the envisioned North American Union. He has also called for the creation of a North American Customs and Immigration Service which would have authority over U.S. Immigration and Customs Enforcement (ICE) within the Department of Homeland Security.

Pastor’s 2001 book “Toward a North American Community” called for the creation of a North American Union that would perfect the defects Pastor believes limit the progress of the European Union. Much of Pastor’s thinking appears aimed at limiting the power and sovereignty of the United States as we enter this new super-regional entity. Pastor has also called for the creation of a new currency which he has coined the “Amero,” a currency that is proposed to replace the U.S. dollar, the Canadian dollar, and the Mexican peso.

If President Bush had run openly in 2004 on the proposition that a prime objective of his second term was to form the North American Union and to supplant the dollar with the “Amero,” we doubt very much that President Bush would have carried Ohio, let alone half of the Red State majority he needed to win re-election. Pursuing any plan that would legalize the conservatively estimated 12 million illegal aliens now in the United States could well spell election disaster for the Republican Party in 2006, especially for the House of Representative where every seat is up for grabs.

THE PROBLEM - It's SOURCE

NAU/SPP working groups are rewriting U.S. administrative laws in areas ranging from e-commerce to steel policy, energy policy, aviation control, border crossing policy, to the environment to mention just a few. They are arguably creating the "legal" ( legal in quotes since these groups are bypassing Congress ) infrastructure for a regional government to emerge by administrative fiat.

Close examination of the definitions in NAU/SPP documents reveals that the "security" and "prosperity" definitions virtually demand that our borders with Mexico and Canada be erased. All this in the interest of "streamlining", "shared borders", and "reducing the costs of trade", all the while falsely claiming to protect our environment, our food, and our health.

THE PROBLEM - Factors at Play
