MS Paint can be used for this game, as well as GIMP or Photoshop.

How it works:

Take an image. For example, I took the ram skull from Samhain (or Danzig, if you prefer).:



Then, try to change it, tweak it, or completely mess it up. I did this with a few GIMP effects:
