It doesn't need to be clear. Are people trying to prove they are telling the truth or lying? Someone made out they screwed up. The pictures do not show any such thing.

I'm not trying to prove either. I watched the video and couldn't be sure so I took a screen grab and as you can see above it's pretty ambiguous. He did cover part of the other number with his thumb though, whether that was deliberate or not only he can say.
To be honest if he'd miscalled 24 as 25 or the other way around, I doubt he'd have had the presense of mind to miscall the other one too so it balanced out.

Plus as long as it was a random effect, then the draw has done what was intended - randomly pairing off the teams. Assuming he did not deliberately try and pair specific teams off, then it would be just as valid to say that he should have shook the bag one time more or a couple of times fewer as that would affect the result (which is the whole point of doing it).
In short, unless the act was deliberate, it is a complete irrelevance.
