actually he is from a village in northern france. which swaps hands between french and german ownership every war. who happened to be working in japan when we appointed him :pedant:

but he wasn't from Japan he was simply in Japan whilst he worked there
and when we signed him his contract had expired so he wasn't from Japan in either sense ;)
