To be fair there is suppsoed to be 30 secs for every substitution and goal, not that it usually is taken into account..

Adding time for scoring a goal seems a bit weird, it can effectively end up as punishment for scoring one.

Hmm. That seems like an odd way of looking at it.

When you score the play stops for a good minute or more while the players cavort around. Adding 30 seconds to the game to account for that doesn't seem so unreasonable.

Maybe it's different there at the ground but I don't think it's near a minute celebrating, it might seem like that because of the replays after. Anyway the ref usually hurries the celebrating players up within ten seconds of scoring in any case!

So there isn't any specific in the rules about adding time for goals scored except for it (presumably) falling under the very vague 'any other cause' or 'The allowance for time lost is at the discretion of the referee'.
