Not only do they want to expand nuclear plants, they also openly test ballistic nuclear missiles ?

Another example of double standards, where the US willfully ignores laws on non-proliferation, by sharing nuclear technology with India. First of all, India has not signed the non-proliferation treaty, and secondly, India has an active program for nuclear weapons :
